Just tried it out for a bit. I'm glad they introduced respec-ing and nerfed some really overpowered skills, but other than that it's mostly the same. I haven't gotten to hell difficulty yet though, which is apparently where they added the new stuff.

There's the new "twisted essences" that drop off of all the Act bosses in Hell difficulty, and then you can combine them and cube them to get an item that lets you respec again. As far as I know you can make as many respec items as you want as long as you keep finding the essences.
