For some reason I can't launch steam it goes to updating then gives me this, I googled the issue and people have said to kill the process in which I have done but with no results. Help.
Probably not your fault. Try reinstalling steam.

Does it have something to do with the new beta? Any help?
I fixed it.
1.- Delete all folder, exception Steam and Steamapps folder (Also, Steam.exe)
2.- Start Windows Safe Mode
3.- Run Steam.exe and wait to finish
4.- Profit.

you only just had to delete steam.exe and rename steamnew.exe to steam.exe

Update:
I uninstall ALL. I can install Steam, but I can't update it.
Just reinstall steam in windows safe mode, works for me!
