How come gta4 goes through rockstar social but not steam?

I launch the game through steam but then it just pops up the scocial club thing but I want to have it run through steam so i have the overlay for chatting with friends.

If you lauch it through Steam and then social club you still get the overlay.

You have to disable Social Club starting up when Windows does, and then run GTAIV.

Social club runs the securom shit so you got to go through it.
