I think that's some poster for Mount Chilliad, a big mountain in San Andreas.

That isn't a depiction of being glued over an old poster. If it were, you would see the sides of the old posterbecause the new one wasn't placed correctly. You wouldn't see a tear cause that wouldn't make sense. And this appears on walls, on screens and in the manual.

Why is the "poster" underneath mirrored then? Do they hang them like that so people don't accidentally read them?

How the fuck do you put a poster on top of another poster in Star Junction, I highly doubt that someone would ever get a poster as big as that and put it on top(hurr hurr its a video game)
