I recently purchased Elder Scrolls IV on Steam while it was discounted, and it's honestly one of the most engrossing games I've ever played. I downloaded and installed a texture enhancing mod (no other files other than textures) and attempted to install it. It replaced some old textures. The new textures didn't work, so I uninstalled it.
Though I did Verify Local Game Cache and Re-install, could this mod/mod removal have any effect at all on the game's events, AI, etc.? I've heard removing mods from some games can cause issues.

You need to get Oblivion Mod Manager and do the Archive Invalidation thing to make textures work. Atleast that's what you gotta do in Fallout 3.
Ok, but could some mods, even texture mods, cause errors in the game?
Installing/removing texture replacers shouldn't cause any problems, but if you had another mod that, lets say added a house and you uninstalled it while you are inside the house, that would cause problems. Some mods also only work if you start a new game, it's usually mentioned in the mods readme if that's the case.
Generally, you can just use common sense. And as long as you're not a location added by the mod, disabling a .esp shouldn't cause any large problems.
But since this was a texture replacement, you might indeed have to do something about the ArchiveInvalidation. I don't know exactly how that works, but you might want to take a look on the Nexus forums, where they know more about this kind of stuff.

With Steam, the textures are already packaged into one file, while this file was a generic Textures folder. In that case, I'm sure no harm was done.
No harm was done. But the game did not redirect the renderer to the new textures. Download Oblivion Mod Manager and do an ArchiveInvalidation. That should tell the game to load the new textures instead of the originals.
