Computer not running Half-Life 2 as well as it should

So according to the "Can You Run It?" site, my computer can run Half-Life 2 with the "bar" maxed out.
Here are my specs.
Intel(R) Pentium(R) Dual CPU E2200 @ 2.20GHz
2.20 GHz Performance Rated at: 3.3 GHz
2.7 GB
Microsoft Windows Vista Home Premium Edition, 32-bit (Build Service Pack 26002)
GeForce 7050 " NVIDIA nForce 620i
DirectX 10
But when I play the game, I get 10-15 FPS with the graphic settings in the low-mid range.
Does anyone have an idea what the problem may be here?
Make sure nothing else is running while you play
Defrag PC
Defrag HL2
Try it
turn off aero? that might give a bit of a boost...
I dont have Aero on, I leave it on Vista Basic
ok, disable some startup services?? what backround programs do you have running?
I don't think it's the background programs, the CPU usage is only at 5% from all those things, with Safari running to post this.
update drivers?? and what are your gfx settings at?

Geforce 7050? If that's the graphics card you're using it sure isn't running DirectX 10. And then your FPS is understandable. Please correct me if i'm wrong.
GeForce 7050 isn't capable of DX10 and is a piece of shit.
No way you'll be able to max out HL2 on it

agreed, i have a 7200 in one of my rigs and it barely runs gmod, i get about 20-25 fps on construct...
Really don't trust that site.
I used to have a pc similar to that, a bit worse and I'd run it just playably on rock bottom. It's running how it should.
