No, as a matter of fact, KD has absolutely nothing to do with your skill level, simply because there are way too many ways to die in MW2 that are not directly your fault, and an equal number of ways to boost your KD up to ridiculous levels with killstreaks like the Chopper Gunner and AC130.

26/1 I got to 25 but i didn't have nuke on at the time
I had 65/9 on Terminal; Ground War on Domination. Basically got a few early kills until I got my emergency airdrop and then got lucky with a chopper gunner and an AC-130. I got about four predators and thanks to a hard-fought battle for point B (Outside, next to the plane) any air support just fucked everybody over.

K/D means you're good at camping. Otherwise it's not about skill at all, since you can just get hit by the stray killstreak reward.
