It is not just in Episode 1, but in Half life 2 as well, normally scattered around city 17.
It's also in HL2, I don't know what it is but looks like no one cared until today

Maybe the body resembles the alien world (Xen) and the red part on top is a door or an open way. The Combine found earth through the Xen/Black Mesa events. This could symbolize a doorway to earth from Xen.
