"Open with" don't work when setting up my server?

Hello!

I am setting up my minecraft server (sorry if this is the wrong section but i don't think this belongs in the minecraft section) and i wanna change some settings in my server with the ".properties" file! The problem is that i can't choose: "Open with". What do i do?

Note: It have worked before.

I think you can just double click it, as it opens into notepad.

And if it doesn't open with notepad, either try picking notepad to open it with from the menu or open notepad first then go File>Open, select all files in the drop down box and look for the server.properties file yourself.
