I have come up with an idea for a Payment System that checks if the offered item is the right one or not. Built in Vanilla Snapshot 13w01b! It also has a very neat tutorial in which everything the contraption consists in is taken piece by piece and explained, so it can be extended to a point where it's very compact and easy to make!

Great job though, I didn't think this was possible. Is there a way to flush the added items from the hopper to prevent it from filling up, without removing the original placed items?

You could do it with a cart. the hopper sends out a signal (when a comperator is placed next to it) once it has got 22 blocks in it. If you put a booster rail underneath it you can make it so that the cart arrives once there are 22 blocks ore more and leaves once the signal stops. You need to fill the hopper with 20 useless things though. Any less and it will leave the shit you want in, any more and it will forget 1 or 2 of the items.

Instead of requiring 20 diamonds, you can also put in 19 things people usually don't take with them when travelling around. You have to place the filler on the right side of the hopper, because it starts emptying it's inventory from the left.
Using minecarts instead of water is a very interesting alternative! Would it be able to work without a comparator block though? Considering the newest snapshot, I might do an alternative design to this.

comperators don't work with chestcarts sadly enough. I hope they add that feature soon though.
