So i bought GTA IV on Steam the other day and after downloading for 24 hours, played it and setup the live account and social club stuff then played, the intro was lagging so bad. then when i was suppose to drive roman to his garage, it looked like a gameplay slideshow, i went to the "Graphics" tab on the pause menu and put all settings "Low" i couldnt see objects 13 yards in front of myself, here is my settings, tell me what to change!:

GTA IV wasn't the greatest port ever done, so even the most powerful machines still lag.
You'll just have to tweak your settings until it looks really shitty. It happened to me too.

From what I've seen so far in the image, the OP has a 245MB video card. By this I have a hunch he might not meet the minimum requirements for the game. Also GTAIV is a really CPU dependant game.

so the settings are... too low? because i can run Borderlands at medium settings w/ no lag and hl2 and gmod are fucking smooth when it comes to this computer

Really? I have a really up-to-date machine and I can play GTA IV on the highest graphics settings possible with 60+ fps, no problem. I usually hear people complain a lot about things like this, but I've never encountered these problems.

He's saying you can't support the game on your current rig, even on the lowest options available. Also, HL2 and Gmod are pretty good at running games smoothly-- using them as a comparison isn't very helpful.

I guess it strongly depends on the specifications of your computer. As I mentioned earlier, GTA IV is a really strong CPU dependant game and is more recent than HL2 and Gmod. I'd also recommend to disable VSYNC since this caps your framerate.

From what it looks like you do not reach the minimum requirements to run this game smoothly. So far there are only two things setting you back, your processor (Intel Pentium E5200) and video card (256MB GeForce 7100).
You could invest in upgrading both your processor and video card, or building a completely up-to-date PC.

GTA IV is a helluva game to run. As GreenDolphin said, you might have to upgrade your PC to play it even remotely smoothly.

I Turned Texture Filtering to Ansitropic x2 there is no "Off" option so i'm guessing thats the lowest it goes, it might have stopped a small amount of lag but other than that it still looks like a slide show.
Turn off VSync. If that still doesn't give you the desirable amount of FPS, then you can't really do anything about it other than upgrading or stop playing altogether.
Your PC isn't quite up to standard with the power hungry GTAIV. Upgrading would really bottleneck your CPU, which is the most important bit for a game like GTAIV. I suggest getting a new computer.

Anti Aliasing (AA), in basic, is used to fool the eye into seeing jagged edges on your monitor as smooth. An example of it in use:

Without going into much detail, monitors have limitations displaying an image since they work within a grid format. This means that although they can display perfectly straight lines horizontally or vertically, they are unable to display diagonal lines perfectly without crossing over nearby squared grid lines to create the desired image. Thus this why AA exists.
There are two different types of AA; Multisampling and Supersampling. There are also different levels of AA which can produce finer results of smoothing, though be aware higher levels will have more of a performance hit. Use of AA can be very taxing and depending what level of it you choose it can cause slowdowns in your game.
Depending on some games or software, use of AA can be noticeable or unnoticeable. Mirrors Edge is an example where AA can truly shine.
Anistropic Filtering (AF) is a technique used to enhance the image quality of a texture when viewed at a relative angle to the viewer.

GTAIV is a very, VERY power-hungry game. Not very well optimized for PC. Judging from your computer there isn't much you can do except upgrade.
I had a similar setup, and could barely run the game. Got 15 FPS tops and couldn't play multiplayer because the game would kick me out for being too slow. There's not much you can do to make GTA IV run on that rig

If the OP wishes to upgrade then I feel upgrading to a new PC entirely would be the best option considering a large number of processors for the LGA775 socket have been discontinued, and are also now incredibly more expensive as opposed the Core i series processors.
If this is the case, then the OP can reuse some of the parts such as the hard drive, CD drive and OS if deemed possible. All in all I imagine it wouldn't be that expensive getting a Sandybridge setup, especially since it would be worth it in the long run.

Well alienwares are fucking spendy but i was wondering... are they completely up to date? or should i just setup my rig customly, if im gonna do this i need to select the best option "Lead and Gold" lags just like GTA, im afraid if i keep buying games like GTA IV then its just a waste unless i upgrade, so what do you guys suggest?

It's really only his card. I ran it on a Mix of Medium/High on a 512mb 3850 with an E5200 at 1280 x 1024.
