Some "TES Construction Set" questions

I'm currently making a personal mod for Oblivion IV, and I have some problems here:

[b]1.[/b] How do I add custom speech to a merchant?

[b]2.[/b] How do I add large amounts of things in containers?

[b]3.[/b] How can I create people walking around a cell and never leave?

[b]4.[/b] How does one reskin, lets say, a bottle?

I hope this is the right forum, I'm still kind of new here (new to mapping that is), and the "Mapping" subforum seems like it is dedicated only to mapping on the Source engine. And I couldn't find an "Elder Scrolls Series" kind of thread.
