Did you not notice that they've been busy making L4D, L4D2, and tons of TF2 content since Ep2 came out?
Anyway, they have a small team working on it. Now that work for L4D2 has slowed, they'll probably start assigning more people to the development of it.

According to Gameinformer, no Half-Life titles are being released this year, I think that it's BS though.
And if not, there's always a possibility of Valve making a appearance at E3 in the beginning of June.
Let them take time, it's better that they takes years to make it, longer it takes, the better and more polished it will be.
