How do i make palyers who join download spacific models or materials i make and use in the game?
Why would you want to?
Usually they automatically do unless it's a pakked map or something...

Let me give you a pro tip here: Nobody wants to download your models. Nobody is going to stay on your server if you make them download your models. Your example is the worst kind of this. Nobody is going to want to see "an anime chick" instead of a terrorist. If they wanted to do that, they would have installed those models into their own game in the first place. Keep your customization preferences to yourself and let people on your server just play the game.

It works on listen servers. As for automatic downloads it depends on the game, and for CSS it automatically downloads it. But it sucks. And you can easily write up a Source Mod or AMX plugin to download this crap.
Quick advice for you "jgwetworth". Alot of people hate anime, You won't get any people to join your server if they see "w_model/Konataanime/"
Keep your CS:S vanilla.
The anime thing is just an example :P
