Help with installing Sim City 4 Deluxe Edition on Vista

I would like to play my game, but its not even letting me install. Every time I try to install, it keeps saying something about there being a problem with copying English/simcitylocale.dat
I would be quite appreciative if anyone can help me out with my issue.
I am running Vista 64 bit if that helps.

This. I use Vista and installed it without any problems at all.
