• Huge framerate issue!

PC Specs: Intel(R) Pentium(R) Dual CPU T2370 @ 1.73GHz 1.73GHz 2.0 GB RAM Microsoft Windows Vista Home Premium Edition Service Pack 1 (build 6001), 32-bit ATI Radeon Graphics Processor (0x94C9) - 893MB ------------ Okay, so my problem is that any time I play a game I get decent framerate (about 40+) for about half a minute, then the FPS drops to 2-5 and keeps stable there for a good 5 or so seconds. Then it goes back to 40+ FPS and holds it there for half a minute, and goes to 3-5 FPS again and it keeps doing that. The thing is this doesn't ONLY happen in games. It also happens when I watch videos, be it Media Player, YouTube, Gametrailers - ANYTHING goes. The FPS will be decent for half a minute, then drop to 2-5 FPS and repeat. If anyone knows anything, please provide useful advice.
Overheating?
Probably not. I turn off the PC every night, and turn it off when I don't use it. Or it's just me being dumb and don't know when a PC overheats or not.
Overheating would probably cause freezing and graphical artifacts, not random slowdowns. That aside, your CPU looks quite dated.

I know the first time I boot up a new game my anti virus uses up about 90% of my CPU usage scanning it or w/e. Might be something similar?
So you're basically suggesting I should turn off my Anti-virus? D:

If your AV uses 90% of your CPU then you shouldn't be using it. I mean christ, it seems worse than getting a virus.
It's my dads PC, and he uses AVG. He too starts yelling at the PC when shit's to slow.
You should add the steam folder to scanning exceptions, usually I use to get lag on TF2 when I killed someone or someone killed me, as data was being changed constantly and shit until I added the Steam folder to scanning exceptions. (Or to any other folder)

Adding your steam folder to the exceptions won't help if it's happening in firefox too. My guess is it's some sort of power-saving mode that underclocks the CPU or GPU of the laptop to save battery. Check the BIOS settings to see if there's anything you can turn off.
