While it certainly looks a bit off in regard to the world of Half-Life, I think it is as interesting as it is "off".
I really hope Valve's done more than concept art these past 3 years.

Those mechs have two legs. Don't most of the Combine mechs have three legs (striders, hunters)?

However, I personally don't think this picture in the OP is Half-life 2 Episode 3 concept art. They also seem too mechanical, were as concept art of Combine enemies always tends to almost go overboard on the organic parts, as shown above.

They look like the scanners, and the way the're placed around the area makes it appear that there looking for something, or someone. Perhaps the're searching the city for Gordon?
Yes! Scanners that walk on two feet and kick the fuck out of you while taking pictures of you at the same time. Officially the most badass enemy ever.

Looks more like concept art for Resistance 3 than anything. Though I do see a resemblance in those bipedal synths...

I thought the Universal Union drained off a lot of water on Earth judging by the Eastern European Coast in HL2, so how the heck did this place got flooded? Unless they only wiped out the Caspian or Black Sea. I think it's fan art though. Only thing that makes sense if the MI-18 crash this area or a portal from the ship leads here.

What if it was already low, like New Orleans, and then something that occurred during the Portal Storms/Seven Hour War could have disturbed the foundation and sent it further down?
