i downloaded a file that messed up my steam? now i log in but nothing happens

it has showed up , i deleted but i still have this problem nortan is working but the backup setup thingy wont work my uncle forgot his password for it so protection and other things are A ok. i just started to reinstall steam (i need to anyway a few things was messed up) but yeh im scaning again or can i just reinstall steam like i am.
Before uninstalling try just deleting the registry blob in the Steam Folder. If that doesn't work then restart. If that doesn't work then reset your Steam Password.
