You can probably add it via credit card. Like a way to make sure you have the money to buy a game.
I'm thinking you can add balance to your steam account so you can buy games with the money instead of having to get a credit card

It's going to be for the new micro transaction system, so you can buy in-game items ect. It is kinda stupid, but steam caters to so many development teams that it is sorta necessary.

From this link, It sounds like you'll be able to buy them off of other players.
My faith in Valve will die a little if this if for micro-transactions.
Maybe it haves something to do with Modern Warfare 2's overpriced DLC, Infinity Ward really wants to sell it on PC.
What's wrong with micro transactions? It's just a way for them to make money, they could still allow those items to be earned or something, but it's just easier to buy it...

Most likely it's a function for steamworks that allows any developer to do microtransactions through steam, just like they do for DLC.
Just because Steam may have microtransactions doesn't mean they're putting it into Valve games, and that also doesn't mean that they'll be giving people unfair advantages, as I said maybe they'll just be giving them an alternate way to get items.
