You dont meet him in FFVII. However, he does appear in a cutscene in disc 3 or 4 I forgot which.
He appears in a cutscene in disc 3 when you are revisiting your hometown and go through the basement of the mansion. The cutscene is not required to progress, so you may miss it.

Doesn't he also appear in a cutscene near the end of disc 2, when Cloud is having flashbacks?

Yes, he's in the flashbacks of Nibleheim when Cloud is regaining his memory.
