My friend is getting a gaming PC in a few weeks. However, until then, he would like to play some games on his laptop. However, TF2 plays at 7fps. Therefore, I suggested a High FPS Config and he is afraid that it will get him VAC banned. Here is the config, could you please inform me to as if it will get him VAC banned.

Only things that modify the hl2.exe or .dll files will get him banned.

Those aren't even cheats, why would he be banned?
He probably knows that, and just wants to be sure. They are kinda vague on what would get you banned, so it makes people worry they'll get banned if they do certain things, no harm in asking!
I'm pretty sure most of those commands can't be run on a server with sv_cheats off anyway.

Looked trough it, it will most likely make him lag even more. Use m0res fps configuration instead.
Even if he does get vac banned. It's all a matter of contacting Valve.

Valve will rarely roll back a VAC ban. The only real exception is the MW2 banning that happened to thousands of people who did nothing wrong on their part, it was strictly Valves fault, so they rolled it back.
Alot of those commands execute a code, similar to an aimbot or a wallhack. He will be banned almost instantly after running it. :cop:

If he gets VAC banned for convars I'm pretty sure they'll roll it back.
If you use the console to put those commands in, you will be VAC banned. Opening the console is a VAC ban offense. [/MW2 reference]

Another example is r_fastzreject -1 It will reject the bullet wounds, and instead cause you to gain health (-1) when getting shot at. The z is just for fancy, eg KillerZ
muzzleflash_light 0 makes it so your enemies don't see your muzzleflash.
The muzzle flash barely gives an advantage, but it helps when trying to see who shot you.
Add [b]mat_dxlevel 81[/b] in there while you're at it.
If he's still not getting a playable framerate, tell him to go play [url=http://www.ganggarrison.com/]Gang Garrison 2[/url] or some lo-fi hotness like [url=http://www.miraigamer.net/cavestory/]Cave Story[/url] or [url=http://www.giantbomb.com/survival-crisis-z/61-20253/]Survival Crisis Z[/url] instead, rather than spend time nerd-raging about it.
