He's tired of Fury. I use to be Arms back when, but I switched to Fury. I want to go back but as far as I know Arms is only good for PvP, and I really don't trust it for PvE. Any Warriors out there as Arms who actually do good DPS that could give me some tips?
Arms just isn't good for PvE as it is now, just stick with fury as it is now.
5.5k DPS arms warrior in HCs, top DPS in raids, arms warriors are gods.
To answer the question , yes.. But arms does require a certain amount of concentration on your rotation compared to the 3-4 button fury spam.
And come Cata, many will go back to 1h dual wielding fury....
Play it right and concentrate, you'll have no problem topping off your DPS. Arms requires you to be a [i]little[/i] more alert than fury.

Not everyone, Bli$$ard is also making 2h fury attractive.
I don't like fury aswell, so I'm arms as dps, the dps diffrence isn't huge tbh.
As a fury warrior myself, I can say stick with fury. I tried arms for so long, but I was always doing shitty DPS even with good gear. I switched to fury and enjoy the rotation much more.
Arms is terrible, not enough rage income.
Oh, and not forgetting about the fury HS bug.
