Don't really care about his race. If he can portray the character's personality well enough then he should play as Lynch. I'd imagine him being fairly hard to act as (judging from descriptions of his character, haven't played the game).

But look at their facial structure. It looks rather similar. The only difference is that Lynch has more weight than Jamie, which could easily be solved with some time in a Hollywood makeup trailer. About him being black, I really don't think that matters a whole lot. Also, I'm pretty sure facial structure heavily determines what their facial expressions look like and how people react to them, so I think that's what Hollywood was aiming for, more of the emotional display that the video game character had, and then bringing that into the movie.

I'm betting the movie will be some generic over done action film which tries to be gritty and dark like the games but fails.
