It's a public beta for anyone who owns Counter Strike Source, it has some additional features that will eventually get into the actual Counter Strike Source.
The developer play ground, the css gang puts there proposed stuff for the proper CSS on there so the public can give feed back, 1 out of millions of reasons why I love valve.
What's new on it as opposed to normal CS:S?
I got this too, back when CS:S was switching to the 2009 engine. It disappeared then came back, although i have no idea what the differences are nowadays.

Agreed. Half-Life: Source really isn't that bad. It just has weird-looking water and absurdly high framerates.
