I'm considering going and buying Gmod tomorrow but I don't have a lot of cash so I don't want to blow it on a game I won't play. I don't really like First Person Shooters per se but I'm interested in Team Fortress 2 and Portal. Also what is the requirement to add friends on Steam?

You require a game that uses the Source engine, for example Half Life 2, Counter Strike: Source, Team fortress 2, maybe Portal but not sure about that one, Left 4 dead 1/2.

You need one of that list and usaokay it includes Left 4 Dead.
Having a steam account or steam friends does not require a game to have been bought. If you haven't purchased something for your steam account it will be deleted if you don't sign on for 6 months.
I recommend buying Counter Strike Source + Garry's Mod (and OB on the side) as a lot of servers use weapons/props with CSS models and you will see errors if you don't own it.
you need the CSS + garrysmod package. CSS if REQUIRED to play online if you want to see pretty much ANYTHING.
Get the Orange Box + Gmod.
You'll get the most bang-for-buck, and if you have enough money left over buy CSS for the content as well.
CSS and EP2 is all you need, but for maximum enjoyment I reccomend getting the rest of the Orange Box aswell.
