Steam: What does the ballence in the top left corner mean?

In the newer versions of Steam (I've never paid attention so I don't know how long it's been there) there is a ballence showing of 2.65 pounds in the upper right corner next to my username, what does it refer too? I don't remember buying anything for that amount I always go for the bigger games.

It's a prediction of the total amount of money you'll have left after you spend it all on Steam sales.

Steam wallet, you can put money into it so it's quicker to buy stuff, you can use it for micropayments in games like TF2, and you get it for doing stuff in the Steam Marketplace.
