Up until recently, all the games I had running in a resolution lower than my native (1280x800) have ran just fine, it would zoom in or something so that the game took up the whole screen and everything was fine. But now, whenever I try to run a game in a lower-than-native resolution, it doesn't fill up the screen. Instead, a black border comes around it and it becomes very small, as demonstrated in the picture below:

(Yes, I took the picture directly off the screen. That's because I couldn't figure out how to do it otherwise.)
This happens to all my games, but since I rarely play other games than Valve games, I posted it here.
I have Intel Graphics Media Accelerator drivers, and changing the "Panel Fit" option to "Full Screen (No Border)" has no effect.

Sometimes that happens to me. I suggest you change the resolution of the game to something higher. I have a 1440x900 monitor, but however games I play with it set to that are misshapen(Which is why I use 12800x960.)
Well, the problem with that is that I'm stuck on my laptop, and it unfortunately can't handle a high resolution.
Right click on the desktop, go to the Nvidia control panel, under the options on the left, under display, pick "Adjust desktop size and position", check the radio button next to "Use scaling" That will get rid of the black bars (but stretch the aspect ratio making things look warped)
This is all assuming your laptop has an Nvidia card, of course.

OP, You do know that using an integrated Intel chipset is about the worst thing you could ever use for most games, right? That's most likely your problem.
Laptops aren't generally meant for gaming, unless it was specifically built to be a gaming laptop. (imo that's a bad idea anyways, unless you have a very good reason. I learned this the hard way with my previous computer. :saddowns: )

It worked before
it doesn't works anymore
therefore, it's not a problem of "Integrated chipset sucks", it "where did my chipset settings screwed up"
This happens to me too, before I had Vista installed then when i changed to Win7 stuff like this happens even if i'm at 1280x800 except for garrysmod or maybe source engine games(haven't tested it yet with others).
My card is a ATI radeon x1200
