He was inside during WOTLK too, since it wasn't until 80 that I got my war mount.
then when did he go outside

The vendor was moved outside when they stopped awarding tokens for BG's and changed the mounts to 50K honor each.

He used to be inside, but he's been outside for quite a while
He's outside the Orgrimmar PvP vendor place on a worg
Take a portal to Org then on the only path leading to town you'll see the vendor on a wolf mount
