Ok because you define the point to a sandbox game right.
When you force anarchy, its not anarchy. The way anarchy occurs is naturally, and then groups will try to escape from it just as in 2b2t. There was never anything saying "destroy everything" it just occurred out of the nature of the game, and so did the apposing forces which tried to end it. When you actively encourage anarchy its not quite the same.
