So I finally bought Half Life 2, and I've started playing it. Everything's fine until I get to Black Mesa East, when suddenly the game looks like this

Loading any maps after this point in the game does nothing. Please help if you can.
The problem occurs when not playing HL2 with HDR on. I found a fix a year a go when I had this problem too. I'll try to find it now.

Why did Valve fuck up HL2 - the crowning jewel and foundation for all of their games post 2004, and never even bother to fix it?

I got this same problem a while ago on my shitty old computer from 2004 or so. I got a new rig and now everything's fine.

A while ago they released an update that broke the game for older systems and they still haven't fixed it.

Yes they have, they fixed every single problem the update brought with it within 2 weeks of the update itself.

Tried it, didn't help, also tried re-installing, didn't help, also tried [del]deleting[/del] cleaning steam folder, didn't help.
I doubt you're using a clean install

Have you tried the fix in my post above? It mentions that it also fixes wonky skyboxes. I don't know what your going on about with breen and stuff, it was ok for me when I last played it.

The HDR maps are apparently ported from the Xbox 360 version of Half-Life 2. Since LDR isn't available on the Xbox 360, the lightmaps were only compiled in HDR. As a result, everything is fully bright when played without enabling HDR, as seen in the OP.
Just put HDR on. I had that problem with the broken skyboxes and it fixed it. The Breen not standing bug isn't a huge deal.

It's worrisome, though. Valve usually keeps their games fairly bug-free, but HL2 has had loads of problems ever since the OB update, and they don't seem to have put any effort into fixing them.
It's an engine migration, what do you expect? It's like putting your hard-drive in a new computer and expect it to work fine.
