It's most likely baked on like Portal 2.
But if your heart be still you'll die and no Source 2 games for you.

tbh photorealistic lighting can be achieved on regular source, it just has to be tightly controlled.
The main difference is the artists working on the scene rather than the engine. (though it helps a lot)

From what it looks like, they are still using brushes, just with a lot more models. Either way that means much better model lighting,
It looks like CS:GO
There's multiple reasons that the comparison isn't really all that impressive.
First it's just a lot more models instead of actual brushwork and a single dynamic source of light like in cs:go (it's still a single projected texture in a sense like portal 2 even l4d2 had).
If they'd showed of something like multiple dynamic light sources I might be more impressed.
And secondly all that is sadly just catching up to what we had for years now and is a standard in today's graphics.
