Does anyone know of a good PC racing game that is open world and has good vehicle customization similar to [URL="http://en.wikipedia.org/wiki/Midnight_Club:_Los_Angeles"]Midnight Club: Los Angles[/URL]? Preferably one that isn't too CPU/GPU intensive?

need for speed undercover is sort of open world from what I recall, but you can call it an average game at best.
most of the older need for speed games like most wanted and underground 2
also try test drive unlimited, it has big open world and lots of cars but not too much customization
NFS: Underground 2 or Most Wanted (2005, not that 2010 trash)
The largest part has to be customization, it just would be nice to have an open world.

I also liked Need for speed carbon.

I was kinda hyped for that but the fact there's gonna be micro-transactions puts me off. I don't how forced they will come off as, so I'd hold off on that idea.
But as the other mentioned definitely the old NfS: Most Wanted, The new ones good in some ways, but I prefer the old one much, much more.
Burnout Paradise is fun as fuck.
Actually since you mentioned customization, the old Most Wanted would be perfect for you. The new one has basically technical spec changers but nothing really visual.

cant believe people arent saying need for speed underground 2, its easily one of the best racing games ever, open world and tons of customization, sounds like the perfect fit for you

i can recommend NFS undercover (its so huge then the predecessors)

didn't hear anything about that.
I'd recommend Street Legal Racing: Redline with the MWM patch and a bunch of car mods.
It's a "bit" crash happy but as far as customization goes no game can match redline, you can go as far as assembling your own engines.

That one is great. Also Fuel is a great choice.
Even though it has neither open world nor cosmetic customisation, Flatout 2 is a fucking fun racing game.
"Open world racing" immediately draws my mind to Burnout Paradise, though it has no vehicle customization.

just looked it up, you can still unlock everything through playing, don't think it'll be a problem at all.

Stick with the first game, though. Test Drive Unlimited 2 fucked up the vehicle physics, making every car feel like they're trains, along with using some bullshit DRM (if the Atari servers are down, you [I]cannot play[/I])
