Remove Administration & Player Management Tool for Source Games

Hey everyone, i'm trying to set up some servers for insurgency, csgo and gmod. Is there any tool out there that can allow me to remove admin the servers? For example there's this tool called "procon" for battlefield games that makes it really easy, and i was wondering if there a similar tool for source games. I tried HLSW but its a mess, i can't log in, i must use it in "offline" mode, i can't claim ownership of the servers and even when i'm connected as admin i don't have the option to move players from one team to the other, i only get "kick" and "ban" options. All you're really doing is using rcon to send command to the server remotely, sourcemod just adds an additional layer of control. You don't have to be in the server to do anything with it.
