Oh I want to play HL2! Yay I guess I'll install it since it's technically installed but half of the models and textures is missing from the vpks... oh well let's delete local content and remove all folders having to do with it...
Time to install :D installing... wait, that sure ended fast in ONE SECOND. And then the download says "0 bytes / 0 bytes"... OK that's odd. It says it's done but OBVIOUSLY it's not. Trying to launch it will say missing executable.
The only things in my HL2 folder is hl2/maps/d2_coast_02.bsp and some hl2/models/weapons/ viewmodels and worldmodels for bugbait, crowbar, crossbow, hands and a few more... HOW DO I DOWNLOAD THIS GAME??? I tried restarting steam, disabling cloud, verifying etc. help?

Have you tried going into the steam beta?
Only reinstalling seems to fix that issue for me at least.
I had a similar issue, but verifying the game contents in the properties menu fixed it for me after a new install.
