Change one ability to the one of another hero's to make the hero either completely overpowered or underpowered.
For instance: Change Meepo's Geostrike into Ursa's Fury Swipes. All of the Meepos increase Fury Swipe stacks, as well as proc the bonus damage, meaning you could kill anyone within about a second or two should all the meepos attack someone.
Change Alchemist's ultimate into Tinker's Rearm. Now Alchemist can spend all of his unnecessary mana to get another stun! Or remove Invoker's Invoke, and replace it with Rearm.
Alternatively, give the hero a fifth ability. How does Rubick with Divided We Stand sound? 5 spell steals wouldn't be overpowered at all.

Ok, really, I'm sorry, but those may have just been the two worst ideas possible. First, alch doesn't have much mana. One stun, rearm, maybe another stun (if you have the mana and aren't dead yet), and you're out. Plus, his ult was the only thing that made him worth two shits, +900 health and a low as hell base attack speed is helpful at all stages of the game.
And come on, are you really so dense as to say you should REPLACE invoke on invoker? With rearm of all things? Now I guess you can rearm so you can change instances even faster? Really now, think, without invoke, he'd have no spells, and so rearm is literally the worst choice to replace it with. You must have been kidding, right?

Lycan's ult is togglable and has no drawbacks.

When a Meepo clone dies, no other clones die, and it only drops 50g on death. The only way to "kill" meepo is to kill the original.
Also clones gain 100% of stats.
Cause Wex to regen Mana as well as increase MS.
Lower movespeed gain per level to .7
Make Furions TP instant, and if he uses the ability again within 10 seconds, he instantly TP's back to where he was.
Give Enigma Dark Seer's Vacuum over his current 'e'. He now becomes the greatest, most OP initiator in the universe.
Naix's open wounds is now passive, like ursa's swipes, except it has a chance to trigger in a hit.
Thats why we then change rage from 4 seconds or whatever its time is, to 8.
Witch Doctors ulti now works like Venomancer plague wards :)
Naga Siren's ult is toggle-able and has no cooldown
