I remember an old PC game set in a world of robots in which you fly your own (future car/mini space-ship) around the futuristic city.
There were robot police that could chase you around and you could have battles with your ship with criminals and police. Basically everyone were robots and at one point of the game you could change into other robots to gain abilities.
There was this one tall robot you could become that spins his arms around if I remember correctly. There were also plenty of missions and I'm 90% sure it had free roam. You could also exit your ship and walk around parts of the city.
