They said they're open to listening to feedback on the PTR regarding the party restrictions. If people really don't like it they'll change it to be less aggressive. You can suggest they tie to to max rank on their forums or something. However, idk if it's such a good idea, if somebody gets a lucky streak then they're locked out of playing with their lower-skilled friends.

We've gone from a 1-100 scale to a 1-5,000 Scale.
So about 10 levels.

Tiers are now back in the game, hurray. My complaint about numbers are gone as the numbers have less impact as you're grouped up in tiers now.
Basically they standardize back to how SC2 and HoTS does its' ranking system, if you aren't familiar with them. It's basically the same as League.
