There are typically young folk in any town who are actually quite talented and will typically do work for a less than professional rate since they are doing it as a hobby. Just try not to take advantage of them.

In terms of forums, facepunch has lots of talented people. Same thing though, pay them appropriately if you can, design can be a hard business.

You could browse through the posts in the Graphic Design Thread and message some people.
