“I was thinking they wanted to pass, but they called on the speaker ‘Please go to the right side,’” said Moalla. “I stopped and four police came, two on each side, and checked the inside of the car. Then they asked me if I screamed. I said no, I was just singing.”
Police checked his license and registration and came back with the ticket for screaming in his car.
“I don’t know if my voice was very bad and that’s why I got the ticket,” he said. “But I was very shocked. I understand if they are doing their job, they are allowed to check if everything’s okay, if I kidnapped someone or if there’s danger inside but I would never expect they would give me a ticket for that.”[/quote]

Do people actually have to pay them? Because, quite frankly, if I was given a ticket for something like this I'd be tearing it up and scattering it in the ashtray.

I suppose that might make sense, given that the last thing you want in a stressful and dangerous activity like driving is distress and disorder. Though I have to wonder just how much you would really notice or even care about something like this happening in the moment if you were another driver just focusing on the road

We used to have cameras at all our major lights, and if you ran them or got caught speeding. They'd send it to you in the mail. Just about everyone ripped them up and tossed them in the garbage. Then claim they never received it past that, there was no way to actually tell if the person got it or not. Or if they actually went in, everyone contested that it wasn't them, because 90% of the time, you couldn't see the driver, just the plates on the car.
They stopped the program within a year.

That doesn't quite work with a normal ticket.
But, one of my teachers in middleschool had his wifes car registered in his name, and his car registered in hers. That way if they ran a light or got hit by a speed camera they could claim that it wasn't the registered person driving the vehicle.

Speeding and red-light cameras got removed from my area for the exact same reasons lol. They can't prove that you received the citation in the mail as it could've gotten lost :v:

Not necessarily. Someone could snag your mail right out of your mailbox, someone could break open your P.O. Box, someone could beat up your mailman and steal your mail from his post bag, and so on. It's too much effort (and money) for them to prove you actually received a piece of paper in the mail.

Apparantley, here in New Mexico, if you're released from prison and you request a horse and a gun, they HAVE to give them to you. I've even heard that someone actually pulled through with it, too. :v:

Stealing mail is a felony offense in a first world country. Im sure such a serious thing would be taken very seriously by the courts.

You do realise that in most places theft of mail is a very serious(felony) offense right? Rest assured that the courts take claims of mail theft very seriously. There isn't "too much effort" to prove you received something. It's literally as simple as a package that comes with a signature. You ever ordered something and it required a signature when you received it?

Yes, I'm aware stealing someone's mail is a felony. The point is that if you receive a citation in the mail and shred it, there's no proof that you received it, as someone could have stolen your mail or it could have gotten lost in transit. That's why they don't (typically) send citations in the mail - there's no way to prove it ever got to you. You aren't required to sign to receive a citation, because it goes in your mailbox, it isn't delivered to you in person in a box by a USPS worker demanding a signature. :overyourhead:

Also since when did ignorance of the law excuse you breaking said law? The only thing that you "not receiving" the citation should do is prompt them giving you more time to pay said citation out of good will that you're not a lying scumbag. Having it thrown out because you "didn't receive it" is dumb. Same as not having to pay the ticket because they can't prove you were the one driving the car with plates registered to you. Maybe don't let people drive your car if you're not willing to pay for their stupidity? It's your car, registered in your name. Either the car or plates are stolen and guess what? That's also a crime of severity enough to get a ticket thrown out of court, unless you're retarded and don't report your expensive property as stolen?
I didn't know that I had to pay my utility bills, I never received the notice in the mail! It's so unfair that they shut off my utilities and took me to collections for not paying my bills!
Anyway, it's kinda stupid this guy got a $150 ticket for singing in his car when there's people doing far more dangerous and stupid shit that actively causes an actual disturbance to others on the road. Maybe a warning and "please don't scream in your car if it can be avoided in the future." is more fitting I'd think.
