News say the packet was not meant for the Christmas market or the Pharmacy. It was apparently blackmail against DHL, the delivery company. Also it was apparently indeed capable of exploding and would have done massive harm, if not killed somebody. And yes, Polenböller are illegal here. They exceed the 120db in 8m range noise limit and they often exceed the import-limit of 6g black powder. (Common "Chinaböller D" has 2.25g) They are also not tested and most accidents with them are due to early detonation which often costs people their hand. Some got killed because they put them into machines and shrapnel hit them.

Bless the police for finding it. I cannot imagine how much hard would the bomb deal, if it was to explode at "the right time".
