Kim Jong Un knows that North Korea doesn't stand a chance against anybody, but also that retaliation on anybody's part will result in the biggest humanitarian crisis in history.

A recurring theme seems to be all the tests over Japan are the NK's trying to put objects in orbit but the West, Japan, and Korea are nevertheless concerned that they may really be trying to further their goal for an ICBM.
