I'd say so, yes. There seems to be a political motivation behind it.

From a legal standpoint though, terrorism is it's own discrete charge while hate-crime is an enhancer to another crime like assault or murder that can increase the punishment given.

This also didn't seem premeditated, imo you can't have terrorism that isn't premeditated.
