judging by the quote, musk feels that the advancement of AI is going to leave humanity severely behind and could be an issue for us, this would ideally bridge the gap and allow our brains to interface with advanced AI, enabling superintelligence and computing skills

Neural Lace is the name of a form of a computer implant in the Culture series that inveigles itself into the brains of the recipient, giving them access to computing functions.

One ship who was completely ostracised and didn't even NEED a neural lace to read someone's mind, since it was going around doing it to non-spacefaring species.
The Grey Matter/Meatfucker's point was basically that unlimited access to the 'internet' (or in this case the Culture's networks) was a great way for sophonts to torture themselves. Kinda like how reading the news from across the world can make someone feel depressed, etc.

Sounds very concerning to me privacy wise. Collection of personal data via the Internet is bad enough as it is without throwing my own thoughts into it.

This is one of my biggest concerns with cybernetics in the brain. Social media has become so intertwined with reality in recent years, and advertising has gotten increasingly aggressive. There are multiple browser add-ons to get rid of them, but some still manage to slip through the cracks. Imagine if they could get ads into your head. Imagine if they could then alter your mind to make you want their products more.
