Yeah, Heroica was a flop for LEGO along with the rest of their board games line. I think Eurobricks has an RPG section dedicated to it, so at the very least it got a following unlike Galidor.

Huh, I never even heard of this. It seems like something I would've really loved as a kid, because I was always cooking up my own board games to make use of all the lego pieces I had.
I'm gonna end up buying it, but damn, some of those other concepts were a license to print money

probably way too complex to sell, the ideas line is a tough balancing act because they are complex sets that also have to stay profitable and are expected to be relatively low volume
Instant buy for me, the world needs more Tron merch.

I think it was declined because it's way too complicated of a build. Tons of the parts aren't square with the core structure. While it looks fucking awesome, it would be an absolute bitch to assemble for anyone but the most advanced builders.

Fuck, I'd been following the progress of those Sega Arcade Machines for well over a year now. I'm so baffled that of all things, it was this light cycle that got through.

they probably looked at how much it would be to license in their decision, though i guess disney ain't exactly cheap either so who knows. like i said earlier, these are tough balancing acts for lego

That's a little odd to me, though, given that they had a Sonic set in Lego Dimensions - and I'm sure Shenmue and arcade machines are cheaper to license than Sonic.
LEGO had a "rough" year (5% down from their most revenue ever, and the assholes laid off 15% of their workforce globally for it) this year. Usually multiple sets would get approved in a review, but for whatever reason this didn't happen.
It's fairly obvious why a few didn't.
- Sega Arcade machines isn't going to happen after Dimensions' bombed
- Blues Brothers isn't a franchise LEGO wants associated with them
- Venetian Waterfront is going to disrupt the Modular Buildings line
- Surf Rescue is... kind of pointless. City already has Coast Guard on rotation this year, so the sets will still be available next year and kids won't be as interested.
- Jeep might have been denied because of a licensing issue with Volkswagen.
- Power Rangers would interfere with Ninjago, and LEGO's already had multiple internal sales wars with it
- Quest Builder is a fancier and more expensive Heroica, so it's not happening either.
The only ones that don't make sense are the Red Arrows Hawk and Medieval Watermill.

Medieval Watermill - While imaginative, a set on par with it would've likely been expensive considering the fine details of the build, and it would've also been too complicated for also the same detail reasons.
If Lego did streamline it all down to become more simpler it would take away the charm the original had.
The Red Arrows Hawk - Appears to be feasible in terms of simplicity and affordability, it could just be Lego not officially supporting references to real war in their builds.
