But for the seniors to keep indulging their vice, they will have to jump through more bureaucratic hoops in the future. I guess it technically is gambling since they input money for a chance to win the chocolate. Will renewing the license (after the initial 3 month license they got from the city) cost them anything?

Lottery corporations have been complaining for years about this place's strict gambling laws. For the most part they're a good thing, but it does lead to silly situations like this one :v:
