So are people going to ignore that ISIS controls territory in Libya, Niger, is leading an insurgency in the Sinai, and is a threat in the Philippines? They are still a threat.

They are still a threat.[/QUOTE] He's making a joke by removing "Iraq" from their name because they lost their strongholds in Iraq, so instead of Islamic State of Iraq and Syria, it's just Islamic State of Syria.
