Debit Cards: What determines if there is Visa/Mastercard verification or not?

Hey, just wondering what determines if you need to enter your visa/mastercard password or not on checkout?
I mean when processing your debit card through paypal or steam or amazon - payment just goes through, no verification shows up. (Window where you are asked for your account username and password)
While on some sites that sell something online and have SSL certificates bring you to that verification window.
How is that determined?
This basically:

Never really understood this, is this based on shops/sellers reputation or something?
I have no idea, so a wild guess.
I recently ordered from Game, (Witcher 3, and MGSV) and I had to place in my details as such in the box, and it briefly came up for Dominoes, too.
I'd say It's based on what wares you're buying?
Its really all down to the merchant opting in and adding that layer of security to their website, so you will see it in some places and not others, also they are getting rid of verified by visa/mastercard securecode from what I heard, I think there was a thread on facepunch about it a while back.
I've only ever encountered that gate once, and it was a [I]very[/I] long time ago.
I thought it was the bank who decided to go for it or not? When I was using Barclays, I never had the extra step of verification (or maybe once in a blue moon), but now with HSBC I get asked digits from my password every time I make a purchase directly with my card online.
