Alright what I want to know is this
Does paypal have a credit card dept effect if you don't attach a bank account/credit card?
Like example: You have 10 dollars in your paypal account and a game is 10$, it says you can use paypal to pay and you chose paypal. Once you finish this, will you be charged real money to pay for the money you used from the paypal?
as long as there is money on the account and an option to take money from the account is given you won't be charged a thing if there is no credit card attached the only money being taken will be from the account's funds.

Think of it like a bowl of money. You can't spend the money if the bowl is empty. If the bowl has money, you take the money out of the bowl.
I've been thinking of getting myself a Paypal as I've missed way too many great Steam deals already. Is there any other way to get money on the account except for linking it with your credit card or bank account?

Make a Paypal account from Portugal or India and your spending limit is like 1300$ instead of 0$ if you make it in the US.
