GTA IV help

Okay so i load up GTA IV on steam and once it is done, it brings up this;

And i already have an account so i log in and then it says Successfully logged in and then it dissappears and the game doesnt load... And im like FFFFUUUUUU

I have tried reinstalling it, getting patches, downloading Social Club App off its website, and everything just wont work
