What are these reflective stickers my sister and her friend peeled off some roadsigns/mailboxes?

My mom is trying to tell us that they are indicators for martial law, and that green means good, red is dead, something something bla bla.
What are they really? I have a feeling that peeling them off is illegal.
Yeah, they're tracking chips. You better get rid of them, it's in case someone steals the road sign, they can track them down because those things are damn expensive.
It's not very thick, I don't know that it could fit any electronics in them. I'll cut it open i guess

I've seen newspaper companys use those to mark their customers in my area
Since they're reflective, I'd assume they're so people see them and don't hit them.
However, upon doing some research, it seems they're, as InsanePyro said, most likeley used by newspaper companies to quickly identify who has what subscription (daily, weekdays, none, etc.).
Apparently some door-to-door fundraisers use them to mark what houses they've already gone to.
